Public Comment Period – Carter Woods III in Eastern Henrico
Better Housing Coalition (BHC) will be developing a proposed 106-unit multi-family apartment community with an adjoining 28 townhouses for sale on approximately 10.3 acres in eastern Henrico County.
The plan for the new construction development consists of two 3-story elevator-serviced buildings containing 106 units; 28 2-story townhomes for sale; and a detached community center. The development is being designed by Moseley Architects, and helps to meet the growing need of affordable housing in the Greater Richmond region.
The vacant site lies across a private access road from Carter Woods, BHC’s existing rental community for seniors. It is bounded on the east by Dabbs House Road, and on the north and west by the Fairfield Woods subdivision. The property is across the street from the Eastern Henrico County Government Center and has access to public transportation.
An in-person community meeting and presentation of the development plan will be held on Thursday, September 30th, 2021 at 6:00 PM at the Fairfield Library, 1401 N. Laburnum Avenue, Henrico, VA 23223. About the Development
The approximately $30 million development will include a mix of one, two- and three-bedroom apartments. Amenities include a 6,000 square foot community building, resident space, bike storage, and on-site management. All apartments will have their own balcony or patio. Play areas along with a large central green space will provide attractive outdoor gathering spaces.
The building will be built to a green building standard to ensure energy efficiency and high indoor air quality for residents. A number of fully accessible apartments are planned. Off street parking will provide a total of 258 parking spaces (1.9/unit).
Once built, Carter Woods III will have rent and income restrictions, and will serve families with annual incomes between $25,200 to $54,000. The development plan will be the financed under the federal Low-Income Housing Tax Credit (LIHTC) program using 9% and 4% tax credits administered by Virginia Housing (formerly VHDA), the State’s Housing Finance Agency.
The Townhome portion of the site will include 28 2- story townhouses for sale.
When completed, Carter Woods III will provide additional affordable housing options for area working families, along with resident support services and programs that assist residents in achieving greater financial stability, educational attainment and career-ladder jobs.
BHC manages all of its properties.
