
Public Comment Period – Colbrook Community, Chesterfield County
The Better Housing Coalition (BHC) has a contract to purchase the former Colbrook Motel site located along State Route 301 (Jefferson Davis Highway) south of Route 10 in Chesterfield County, Virginia. The two parcels are currently zoned C 5 and A respectively. Addresses of each parcel: 8.8 acres at 13916 Jefferson Davis Highway; and 1 acre at 13920 Jefferson Davis Highway.
BHC is proposing to rezone the total 9.8 acre site to R MF with a CUPD to allow the development of 166 multi-family apartments. The site plan call for 3 three-story buildings and 16 two-townhouse style apartments. There will be a mix of two and three bedroom units. Approximately 244 parking spaces will be provided.
A separate community building will be constructed facing Jeff Davis Highway. The community space will allow for use by the broader community for programs and community events. Active and passive open space including a walking trail is included.
The primary entrance is located off Jefferson Davis Highway and the secondary egress will connect to Hills View Rd.
BHC manages all of its properties. There will be an onsite leasing office.

About the Development
The Colbrook site has historical significance. The Colbrook Motel, a set of one-story buildings formerly located on the property, was listed in the “Green Book” travel guide, noting a safe haven for African American travelers during segregation. The Better Housing Coalition has been working with The Dialogue Group, a group of local Chesterfield County residents since the inception of the development. Meeting on a regular basis, this group has provided valuable insights on the history of the site as well as contributions made by local African Americans. BHC plans to honor the legacy of the site by restoring the original Colbrook Motel sign. BHC is also working with the Dialogue Group to have a Historical Marker installed on the site, and to incorporate markers along the walking trail to honor local African Americans.
