
Public Comment Period – Horner Development in Chesterfield County
The Better Housing Coalition (BHC) is proposing the rezoning of two parcels of land currently referred to as the Horner Property in Chesterfield County, Virginia: 3901 Stigall Way (2.8 acres) and 11041 Stigall Way (.69 acre) for a combined acreage of 3.49 acres, to Residential RMF from C5 to accommodate the development of a three-story, up to 49-unit residential building.
About the Development

The Horner development will consist of up to 49 apartments for rent, community open space, landscaping, and a loop walking trail connecting to the existing sidewalk along Genito Road to serve the residents. All development will take place on 3901 Stigall Drive. 11041 Stigall Way will be left undeveloped and used as open space.
Parking will include 1.75 spaces per unit (82 spaces).
Amenities include central laundry space, indoor community space, and usable balconies on each apartment. Outdoor space includes active and passive recreational space. A walking trail will surround the perimeter of the site.
BHC manages all of its properties. There will be an onsite leasing office.
The Horner site is located off Hull Street Road and Genito Rd. Located south of Hull St Road which is appropriately zoned commercial having a variety of commercial and retail uses. The neighborhood to the west is comprised of single-family homes. The site is ideal for a small infill development. Current land use planning recommends a phased transition from heavy commercial to a somewhat less intense, e.g. office/multifamily uses to the low-density single family use.
