Public Comment Period – Cameo Street Apartments in Jackson Ward
Better Housing Coalition will be developing Cameo Street Apartments, a 67-unit multi-family apartment community at 14 W. Jackson Street designed to meet the growing need of affordable housing in the Richmond region. The new construction three-story, elevator-served building is being designed by Baskervill, and will be located in the historic Jackson Ward neighborhood in downtown Richmond.
The currently vacant 1.6-acre site is bounded on the north by W. Duval Street, on the east by Cameo Street, on the south by W. Jackson Street and on the west by Price Street. The site is located approximately one mile west of the expansive Virginia Commonwealth University Medical Center and 1.5 miles northwest of Richmond’s Central Business District.
About the Development
The $15.3 million development will include a mix of one, two- and three-bedroom apartments. Amenities include a large community room, a rooftop deck, a fitness room, bike storage, and on-site management, and all apartments will have their own balcony or patio.
The building will be Earth Craft Gold-certified to ensure energy efficiency and high indoor air quality for residents. A number of fully accessible apartments are planned. Off street parking will provide 68 spaces.
Once built, Cameo Street Apartments will have rent and income restrictions, and will serve residents with annual incomes between $21,150 to $53,640. The development plan will be the financed under the federal Low-Income Housing Tax Credit (LIHTC) program using 9% tax credits administered by Virginia Housing (formerly VHDA), the State’s Housing Finance Agency.
The Cameo development’s market area has experienced an increase in job and employment opportunities. The development will be
in walking distance to Broad Street, which offers a wide range of shopping and entertainment and access to multi-modal transportation including the pulse bus system, bike lanes and bike share. The neighborhood was listed as a National Historic Landmark District in 1978.
When completed, the Cameo Street development will provide additional affordable housing options for area families, along with resident services and programs that provide support towards greater financial stability, educational attainment and career building.
BHC manages all of its properties. There will be an onsite leasing office.
